The Oswaldo Cruz Institute (IOC/Fiocruz) develops cooperation actions aimed at Research, Technological Development, Innovation, Teaching and Collections, aiming to face health problems, both for the Brazilian population and global health challenges.
In order to promote the internationalization of the Institute's activities, partnerships are established with universities, Science, Technology and Innovation (ICTs) institutes, companies and international organizations.
The Institutional Cooperation Coordination (CCI/IOC) advises the Institute's Board of Directors in establishing institutional, inter and intra-institutional, national and international cooperation policies for the short, medium and long term.
The formalization of institutional cooperation activities and actions focused on research, nationally and internationally, is carried out by the Technical Cooperation area of the Department of Planning, Budget and Institutional Cooperation (DEPOC/IOC), which acts as an interlocutor for the central bodies of the Fiocruz for institutional cooperation – including the Center for International Health Relations (CRIS) and the Coordination of Agreements of the General Coordination of Strategic Planning of the Oswaldo Cruz Foundation (Cogeplan/Fiocruz), with laboratories and other subunits and partner institutions.
From the point of view of the profile of actions in this area, institutional cooperation refers to projects under development, participation in international organizations and networks, advisory and consultancy visits, events and courses abroad, in addition to actions for the acquisition of strategic inputs and transfer of technology.
In 2024, the Laboratories of IOC developed 104 international cooperation products and initiatives in partnership with 79 institutions from 29 countries. These initiatives refer to ongoing projects, participation in international organizations and networks, advisory and consultancy visits, events and courses, as well as actions for the acquisition of strategic inputs and technology transfer.
In 2024, 37 agreements were in force. international cooperation, including 3 revenue agreements, 3 specific cooperation agreements, 25 memoranda of understanding, 6 joint supervision agreements and 5 additional terms, involving 30 institutions from 19 countries.
In the same year, 30 agreements were also in force. national cooperation, distributed among 11 decentralized execution terms, 15 specific cooperation agreements, 2 agreements and 2 cooperation protocols, covering 22 institutions in 7 Brazilian states.
O Technological Innovation Center (NIT/IOC) provides legal support in negotiations and carries out procedural formalizations for partnerships focused on Research, Technological Development and Innovation that provide for the joint development of products and/or services, technology transfer, exchange of biological material or the provision of services,
In 2024, 98 instruments were negotiated by the NIT (including partnerships, licensing and joint development), of which 63 were with national partners and 35 international, of which 43 were formalized and 55 are under negotiation, in addition to 19 service provision contracts, of which 8 are in force and 11 under negotiation, 5 international and 14 national.
Since May 2021, the Institute has had an office in Portugal located in the Aveiro Science and Innovation Park - PCI Creative Science Park, where the International Platform for Science, Technology and Innovation in Health (PICTIS), an instance established through an agreement between Fiocruz, through the IOC, and the University of Aveiro.
PICTIS is structured into sectoral laboratories specialized in generating processes, products and services, with special attention to the Brazilian Unified Health System (SUS) and the Portuguese National Health Service (SNS), as well as disseminating new knowledge and technologies to the well-being of societies.
