Cooperation in focus: delegation visits institutions in Portugal and Spain

Over ten days, the group visited important universities and research centers with the aim of expanding international partnerships

Between April 19th and 29th, a delegation from the Oswaldo Cruz Institute (IOC/Fiocruz) visited important Portuguese and Spanish institutions, including the Instituto de Salud Global (ISGlobal), the New University of Lisbon and the University of Aveiro (UA) which houses the International Platform for Science, Technology and Innovation in Health (PICTIS), instance established through an agreement between Fiocruz, through the IOC, and the University [click here to know more].

The main objective of the mission, which had the director Tania Araujo-Jorge and the deputy director of Research, Technological Development and Innovation, Luciana Garzoni, was to expand international partnerships in research and teaching with the countries visited. Representatives of the Presidency of theiocruz – including President Nísia Trindade Lima – and other Foundation Units also participated in part of the visit schedule.

Stage Spain

The delegation's first stop was at ISGlobal (Spain), where meetings with the directors (general director and sector directors) and visits to research groups in Chagas disease, malaria, climate and in communication and citizen science were held. The passage also included a presentation of the institution's strategic plan and a meeting with teams from the Training and Analysis and Global Development Departments, to specify a portfolio of joint initiatives and evaluate the possibility of organizing a workshop on the translation model. from ISGlobal.

“We were also introduced to two important groups of bioengineering, an area that the IOC operates and which is being extremely demanded in Europe. This is tissue bioengineering, which consists of using models of cells vitro, bi- and three-dimensional, innervated and vascularized for different bioassays”, explained Tania.

The director also commented that one of the positive results of the visit was the partnership established for the development of an action plan with specific activities. The initiative is articulated around the areas of research, teaching and knowledge transfer and social impact.

“That was the fruit of our visit to Barcelona. With that, the general agreement between the Fiocruz and the Instituto de Salud Global, signed a year ago, begins to gain strength from the beginning of the design of the work plan together with researchers and directors of the Hispanic institute. The next step is to bring together potential groups in Rio de Janeiro, especially those from IOC, interested in priority research lines for the European scientific community, to develop projects and anchor them in our PICTIS, which is at the University of Aveiro, in Portugal”, he commented.

For deputy director Luciana Garzoni, the balance of this stage of the mission was also very positive. According to her, the meetings with the institutions visited in Spain generated possibilities for concrete interactions, which, in the future, will strengthen the axis of internationalization of research, teaching and innovation in the country. “The proposal we took is that the meetings were more work meetings than just visits with a diplomatic or courtesy profile. So, we always left with some guidance and with delimited points of interest”, he declared.

“We are going to start prospecting the Institute to identify which laboratories have the potential to contribute to this internationalization movement. The idea is to promote the exchange of students, post-doctors and researchers in projects in which it is possible to count on some funding from partner institutions”, he added.

Garzoni also drew attention to the fact that all institutions visited are guided by the 2030 Agenda, established by the United Nations, from those related to research in the environment, climate and single health (One Health), to those that work in the more complex dimension of biomedicine and biomedical research.

“The 2030 Agenda is a driving topic in Europe. Therefore, it is important to reinforce the theme within the IOC in case we have the prospect of competing for international public notices, mainly in Europe, through PICTIS. Our actions need to be aligned with the perspective of sustainable development for 2030”, he signaled.

Stage Portugal

The delegation's second stop was at the University of Aveiro (Portugal), more precisely at the International Platform for Science, Technology and Innovation in Health (PICTIS). The activity was also attended by the president of Fiocruz, Nísia Trindade, and other representatives of the Foundation. In the view of Tania Araujo-Jorge, the joint agenda with the Presidency of the Fiocruz represented an explicit support to PICTIS, through the signing of an addendum that expands the potential of the Platform to other institutions and Units of the Fiocroz.

“We participated in a meeting with UA directors and researchers, which was attended by scientists from the Institute of Scientific and Technological Communication and Information in Health (ICICT/Fiocruz), from the House of Oswaldo Cruz (COC/Fiocruz), from the Institute of Pharmaceutical Technology (Farmanguinhos/Fiocruz) and the State University of Rio de Janeiro (UERJ), all interested in having their work stays in Portugal intermediated by PICTS”, he highlighted.

During the visit to Aveiro, Tania and Luciana also signed a term of participation in the PICTIS Association, a non-profit entity established through a partnership with researchers from the University of Aveiro and the Fiocroz.

“Our presence in the Association is intended to bring more robustness from the point of view of the scientific body. After all, its legal nature allows the application of projects in the Portuguese and European context”, pointed out the deputy director of Research at the IOC.

Still in Aveiro, the delegation visited the Center for Environmental and Sea Studies (CESAM), the Institute of Biomedicine, the Research Center for Biomaterials and Bioproducts of the UA, the University of Lisbon and the Institute of Hygiene and Tropical Medicine of the University New from Lisbon.

“In all these places, the directors presented, in general terms, what each institution did, just as we shared the main activities of the IOC, in order to identify points of convergence”, commented Garzoni.

Also part of the itinerary was a visit to the Institute of Molecular Medicine at the University of Lisbon and a meeting with the Organization of Ibero-American States (OEI), with which the delegation committed itself to building an Ibero-American network of citizen science and translation of knowledge, a priority agenda for the OEI.

“During these ten days, we learned a lot about scientific and technological management and about science communication as a strategic element for strengthening research institutions within society”, summarized Tania.

Finally, the delegation visited three institutions in the city of Porto. “We went to the Center for Research in Biodiversity and Genetic Resources (CIBIO) and the Interdisciplinary Center for Marine and Environmental Research (CIMAR), which work in the field of 'Health and Environment', and to the Institute for Research and Innovation in Health (i3S) , which has a structure and set of activities very close to the scope of the IOC”, commented the director.
