The Research and Innovation Support Platform – PAPI, linked to the Vice-Director of Research, Technological Development and Innovation of the Oswaldo Cruz Institute (IOC/Fiocruz), aims to support the realization of Research, Technological Development and Innovation activities at the Institute, contributing to the achievement of results that lead to the promotion of health through the generation of scientific knowledge, products, processes and services for society .
PAPI was created in 2013 from the merger of three sectors: Research, Development & Innovation Advisory (APD&I), Project Management Service (SEGEPRO) and the Technological Innovation Center (NIT). In August 2017, after restructuring, the platform became composed of two cores: the Project Office (EP) and the Technological Innovation Center (NIT).

The Projects Office offers an Administrative and Financial Management service for projects developed in the IOC, being the focal point for all demands involving the use of financial resources. The EP receives the demand and performs the entire interface, acting in all the necessary steps so that the need for the project is met.

The Technological Innovation Nucleus is the area responsible for supporting innovation management in the IOC, whose powers are described in art. 16 of Law 10.973/04 – Law on Technological Innovation, among which stand out opinions on the convenience and promotion of the protection of creations developed in the institution; monitor the processing of requests and the maintenance of the institution's intellectual property titles, develop studies of technological prospection and competitive intelligence in the field of intellectual property, in order to guide innovation actions, develop studies and strategies for the transfer of generated innovation by the ICT; promote and monitor ICT's relationship with companies and negotiate and manage technology transfer agreements.
In addition to the powers assigned by law, the NIT of the IOC carries out other support activities for the community IOC, such as advice on issues related to the Biodiversity Law and support in the submission to national and international public notices, as per the organizational chart below:
